3. There are many conceptions of autonomy. In the text the autonomous person is identified as one who chooses well and controls her own will so that she acts effectively as circumstances permit to fulfill her values and implement her choices. In this sense a person could be autonomous, and self-governing, even if she lacks any opportunity to act on her choices and values.
